MOFFAT SIDIMENT POND CERTIFICATION
I, David L. Beverlin, a certified professional engineer in the State
of Colorado, offer the following certification for the Edna Mine's
Moffat area sediment pond.
This certification satisfies requirements found in Rule 4.05.6(11)(a)
of the Regulations of the Colorado Mined Land Reclamation Board for
Coal Mining. The pond is located in the area specified in Exhibit
4.6-3 of the Edna Mine permit (#C-80-001).
The construction (excavation and filling) of the pond was observed, by
me, on a daily basis. Checks were made for bedrock control,
compaction on the dam embankment, grade control and rock placement for
rip-rap. The bulk of the construction took place between June and
August of 1990 and final rip-rap placement took place in April of
1991.
Slight grade differences were incorporated during construction to
accommodate for bedrock elevation variance not found during core
drilling of the area. The pond has minimum storage capacity outlined
in section 4.6.1.3 and supporting appendices of the Edna Mine permit.
I certify that the Moffat Area sediment
my knowledge and ability, with prudent
that the pond is in compliance with all
regulations and exceeds minimum design
approved Edna Mine permit (#C-80-001).
~.Y~y:~: -...:.
\.H..y .~[. ~ '.
-'S.
F
-~
.:,•,
0.
i .,~.
`~( L
.`:)i
1'
pond was built, to the best of
state of the art .methods and
applicable state and federal
criteria set forth in the
~~"~ \) -
1`~~'_X~_ _ J
David L.
