Appendix H addresses the <br />increase in runoff from the mine during the 100-year - 24-hour precipitation <br />event at the bridge abutment on the Black Forest Road. The calculations <br />show that the drainage Swale can readily handle any increase in runoff <br />that might occur. Exhibit G states that the soils on site are within <br />the A hydrologic soil group and have high infiltration rates and low <br />runoff potential. Appendix A is presented as a worst case scenario, <br />but with the planned berms and possible riprap, as well as the well drained <br />soils with high infiltration rate on the site, a sediment control system <br />is not needed. <br />Appendix A resulted from a request by E1 Paso County Commissioners to <br />describe what effect the mining might have on the bridge abutment at <br />the Black Forest Road. The calculations were not intended to show that <br />there was no need for sediment control, although the inference could <br />be made. The intent was that information is Exhibit I and Exhibit G <br />be used together (as should all the Exhibits be) to round out the environmental <br />description at the site. <br />10. The asphalt plant will be a mobil standard steel manufactured unit <br />with a SOOOIF batch capability. The 35 to 40 foot high unit will be painted <br />an earth-tone color to match the geologic color of the material being <br />excavated. <br />Exhibit E <br />1. Seeding will be most successful when done in April. Autumn seeding can <br />done, but success may be limited because after germination, warm season grasses <br />may be killed by cold weather before they have developed a winter hardiness. <br />In addition, the cool season grasses may die from lack of moisture as precipita- <br />tion in the autumn is quite variable (See Exhibit K). <br />2, An annual rye (i.e. Russian wild rye) is planned to be used as the nurse <br />crop at 7 lbs P.L.S./Acre with the native grasses being drilled at 13.9 PLS/Acre. <br />3.
