EXHIBIT B <br />Site Aesctiption <br />The site is located 26 miles Southeast of Hugo Colorado and is open rangeland. The site will be <br />located on a rise in the terrain at an elevation of approximately 4920 feet. The terrain for the most <br />part is flat, but does have slopes that rise to approximately 3: 1 on an outcropping where the <br />material is located. There are no streams or watercourses in the azea as this site is located on a dry <br />plateau. <br />There aze no man made structures within 200 feet of the proposed operation. There is man made drainage to <br />a stock pond located north east of the site, but no storm water from the operation wi Il drain into it. <br />Soil in the azea from the United States Department of Agriculture Soil Conservation Service <br />shows that they are mostly Heldt Clay loam with 2 % slopes as well as Haxtun sandy loam. <br />Vegetation in the area is native gasses of mostly buffalo and western wheat grass and used as <br />grazing. The area does have yucca and other varieties of cactus. <br />There is no major wildlife in the area, or endangered species, nor will any wild life habitat be <br />impacted. <br />EXHIBIT C <br />Mining Plan <br />This operation will commence in early 2004 and with the amount of material available it should <br />wntinue until 2024. This operation will be active but will be used less than 180 days per year. <br />Topsoil runs from 6 to 10 inches in depth and will be salvaged and stockpiled for use in <br />reclamation. These stockpiles, if needed, will be seeded with a fast growing mixture seEd of forbs or <br />prosso millet to stabilize them and control run off erosion. The over burden varies in depth from 2 <br />feet to 4 feet and will be stockpiled if not used as a binder for the sand and gavel and any stockpiles <br />will be treated the same as topsoil with seeding done if natural growth does not hold the material in <br />place. The material runs at a depth of approximately 5 to 12 foot and the noel where the operation <br />will betaking place is mostly good gravel. The main commodities will be sand and gravel. <br />This will be a•pit operation with scrapping the material with a bulldozer or end loader firm the <br />pit in an east to west direction and stockpiling it in the loading area to be removed as needed to <br />job locations within Lincoln County. The stockpiles of topsoil, overburden and material will be <br />the only disturbance to the land surface besides the operation. No water, screening or chemicals <br />will be used nor will any water be contacted in this operation. <br />The area does have a man made drainage area which drains into a holding pond approximately a <br />mile to east of the operation from the north and away from the pit. In order to keep to a minimal <br />amount of disturbance to the hydrologic balance only a small area will be exposed at any time <br />and sloping will be done to control any run off at 3:.1 or less. If needed the area will be seeded <br />with a fast growing ground cover until full reclamation begins. Topsoil will be replaced at the <br />depth of at least 6 inches and augmented as recommended by the NRCS prior to planting. The <br />soil in the area is fast to perk and the run off will be minimal. <br />
