<br />development is not likely within a year of completion of mining, <br />the area will be seeded and stabilized as described in the original <br />permit. <br />The Company suggests that before remining in Phase 1 commences, <br />that the Operator submit a new map showing the specific extent of <br />the Slide Dump to be removed, the stockpile and crushing areas to <br />be dedicated, and the actual disturbance to be defined. <br />Phase 2 <br />Phase 2 remining would focus on the dump area surrounding the <br />Mendota Mine. Because the material has a greater mix of decomposed <br />material, it is not as attractive as the gravity plant dump <br />material for paving purposes. Analytical testing is underway to <br />determine if this material will be used at all. It is anticipated <br />that the southern and eastern portions would be mined, and the <br />northern portion, near the old load out cribbing would be left <br />untouched. That area would remain as part of the historic Mendota <br />Mine workings. <br />The Company would like to leave that area in the permit at this <br />time, but suggests that remining in the Mendota area be conditioned <br />upon a future modification to the permit, that would require <br />additional bonding and a finalized plan before remining could <br />commence. <br />Phase 3 <br />Phase 3 would involve underground mining of the Mendota Mine. The <br />Company currently has no plan for such a venture, but wishes to <br />keep the option open as a part of the permit. The Company suggests <br />that any underground mining would be conditioned upon a future <br />permit modification that would require a definitive plan and <br />bonding before mining could commence. <br />Bonding <br />The Company believes that the current $5,000 bond is sufficient, <br />becaus~a no activity has taken place under the permit to date. We <br />further suggest that the Division consider a phased bonding based <br />upon the activities to be conducted in each phase. <br />Stormwater Control <br />Further to your recommendations after your inspection visit, we <br />will be installing stormwater drainage control features on the <br />northern side of the Mendota Dumps. This work will be completed by <br />July 1!i, 1994. We will also be contacting the Colorado Department <br />of Health (CDH) with respect to a Stormwater Permit.
