development is not likely within a year of completion of mining,
the area will be seeded and stabilized as described in the original
permit.
The Company suggests that before remining in Phase 1 commences,
that the Operator submit a new map showing the specific extent of
the Slide Dump to be removed, the stockpile and crushing areas to
be dedicated, and the actual disturbance to be defined.
Phase 2
Phase 2 remining would focus on the dump area surrounding the
Mendota Mine. Because the material has a greater mix of decomposed
material, it is not as attractive as the gravity plant dump
material for paving purposes. Analytical testing is underway to
determine if this material will be used at all. It is anticipated
that the southern and eastern portions would be mined, and the
northern portion, near the old load out cribbing would be left
untouched. That area would remain as part of the historic Mendota
Mine workings.
The Company would like to leave that area in the permit at this
time, but suggests that remining in the Mendota area be conditioned
upon a future modification to the permit, that would require
additional bonding and a finalized plan before remining could
commence.
Phase 3
Phase 3 would involve underground mining of the Mendota Mine. The
Company currently has no plan for such a venture, but wishes to
keep the option open as a part of the permit. The Company suggests
that any underground mining would be conditioned upon a future
permit modification that would require a definitive plan and
bonding before mining could commence.
Bonding
The Company believes that the current $5,000 bond is sufficient,
becaus~a no activity has taken place under the permit to date. We
further suggest that the Division consider a phased bonding based
upon the activities to be conducted in each phase.
Stormwater Control
Further to your recommendations after your inspection visit, we
will be installing stormwater drainage control features on the
northern side of the Mendota Dumps. This work will be completed by
July 1!i, 1994. We will also be contacting the Colorado Department
of Health (CDH) with respect to a Stormwater Permit. We were
previously advised by CDH, that because the mine was historical and
