CERTIFICATION OF CONSTRUCTION <br />POND P-3 <br />Pond P-3 was installed according to design shown on map <br />D-4-5 and associated write-up in the Snowmass Coal Company Permit <br />No. C-025-81. The location of these ponds is shown on map D-4-8. <br />This pond is designed to handle run-off from the No. 3 portal area. <br />This pond was started in August, 1982, with the majority of <br />the dirt work being done by October, 1982. The installation of the <br />dewatering devices was done in summer of 1983. This pond is <br />excavated into a hillside with its total capacity being below the <br />natural ground level. The only embankment made was to separate <br />this pond from Pond P-4. According to Scott Jones, job supervisor, <br />the material for this embankment was installed in 6"-12" lifts <br />and well compacted with a frontend loader. No compaction testing <br />was done. The topsoil removed prior to excavation was stockpiled <br />near the mine access road east of the refuse disposal area. The <br />excess material from the excavation was used to construct the <br />embankment for the Refuse Dam. The attached drawing indicated a <br />measured volume of 1.0 acre-feet which is above the designed 0.82 <br />acre-feet. Revegetation of the area took place in the fall of <br />1983. <br />Information considered in the certification of this pond was <br />approved design done by Dravo, consultation with Scott Jones, job <br />supervisor, and personal observations during the fall of 1983, <br />and February 2, 1984. To the best of my knowledge and understanding, <br />this pond has been installed in accordance with the approved plan <br />and that it meets the requirements of the Regulation of the Colo- <br />rado Mined Land Reclamation Board for Coal Mines, 1980. <br />Larry M.
