Rule 2: Permits
• additional disturbance in the hay field of approximately 0.5 acres. All water conveyance devices
except the Purgatoire River bridge will be expanded to accommodate the wider road. The only
modification to the existing bridge will include new planking and guard rail as shown on Figure
2.06-1. Reclamation of the road will consist of returning i[ to its original width. The additional
width will be ripped, topsoil will be replaced and it will be seeded.
In addition, LCC will be constructing a railroad loadout and coal stockpiling area comprising
approximately 6 acres on the south side of the tracks at the mouth of Lorencito Canyon. The site
is currently an inactive hay field, sometimes flood irrigated by the Chacon Ditch. The loadout will
be constructed by placing clean fill up to the level of the railroad (approx. 6 ft) after removal and
stockpiling [he soils. Most of the irrigated field will be taken out of use while the loadout is in use;
however, the Chacon Ditch will be protected and maintained.
No water quality or material damage impacts to surface or ground waters are anticipated from
construction and use the loadout. The loadout will be built with designed clear water diversion
ditches and sediment control ditches and ponds as part of the Surface Water Management Plan.
Monitoring the essential hydrologic functions of this area are provided by the MWLC-1 alluvial
well and the surface water stations at LC-1 and PRGTY-2 per the plan in 2.05.6(3) of this
application.
The reclaimed haul road and loadout areas will be revegetated with grassland mix and hay,
• respectively, and productivity will be evaluated along with other measures of reclamation success
(Section 2.05.4).
~ ~,~.~ ~
2.06-3b (revised 05/22/01)
