Rule 2.' Permits <br />LCC will not bury woody materials in the backfill. If drainages are established in reclaimed areas, <br />they will be of stable design, as approved by the Division. Excess spoil will be placed in <br />permanent fills with slopes no steeper than 3.OH:1.OV (FS> 1.3). Ditches will be along the <br />contact with undisturbed soil and designed to pass the 100-year, 24-hour, storm event, or other <br />events as required by the Division. <br />2.06.5 PERMITS INCORPORATING VARIANCES FROM APPROXIMATE <br />ORIGINAL CONTOUR RESTORATION REQUIREMENTS FOR <br />STEEP SLOPE MINING <br />This section does not apply because the Lorencito Canyon Mine proposes to conduct mountaintop <br />removal operations. <br />2.06.6 PRIME FARMLANDS <br />LCC does not plan to mine prime farmland because there are no prime farmlands in the area to <br />be disturbed by the Lorencito Canyon Mine. <br />2.06.7 VARIANCES FOR DELAY IN CONTEMPORANEOUS <br />• RECLAMATION REQUIREMENTS IN COMBINED SURFACE AND <br />UNDERGROUND MINING OPERATIONS <br />LCC proposes to conduct combined surface and underground mining operations in the P3 <br />underground mine and surface mine area. No delay in contemporaneous reclamation as a result <br />of these operations is proposed. <br />2.06.8 SURFACE COAL MINING AND RECLAMATION OPERATIONS ON <br />AREAS, OR ADJACENT TO AREAS, INCLUDING ALLUVIAL <br />VALLEY FLOORS <br />The Lorencito Canyon Mine permit area extends across 17,862 acres dissected into multiple <br />tributaries of the Purgatoire River. Surface coal mining and reclamation operations will occur in <br />or adjacent to valleys holding streams. LCC has prepared an Alluvial Valley Floor Investigation <br />(AVF) which may be reviewed in Exhibit 18 . This assessment resulted in the mapping of <br />unconsolidated deposits and flood irrigated lands within the permit area, and water adjudications <br />within one mile of the permit area (Map 2.04.7-2). Land use is shown on Map 2.04.3-1. The <br />valleys have historically been used as undeveloped rangeland and wildlife habitat. Productivity <br />information is summarized in the Alluvial Valley Floor Investigation (Exhibit 18) and compiled <br />in the Vegetation Resources Report (Exhibit 10). Baseline water resources.information including <br />depth to ground water measurements, water quality and surface water flows are documented in full <br />• detail in Exhibits 7 and 8.
