property value of sun•ounding properties. The increased traffic of gravel and cement
trucks will greatly add to the danger for the residents and school children that will be
required to shaze the roads with these vehicles. ~
The increase in noise and dust from trucks and vehicles going to and from the mine and
from mine operations and related activities will burden and damage the azea. In addition
the entire operation will be unsightly and be a detriment to the surrounding azea. This is
an aspect that cannot be eliminated, and no reclamation plan can compensate fori the
damaging impact on the community.
The conversion of the existing uses ofthe water from agriculture to industrial is a loss of
benefit for agriculture, and should not be allowed.
The operation, if allowed, will affect existing groundwater and could dry up shallow
wells in this azea and dewater fields surrounding the mine. It will also impact surface
waters, as Little Dry Creek runs across the property. It will interfere with groundwater
levels, and will adversely impact sub-irrigated fields that surround the site. It will have
adverse impacts on the quality of groundwater and may introduce pollutants into ground
and surface waters. Fuels and other pollutants will be at the site and spills will
inevitable. At a minimum, a rigorous plan for groundwater and surface water monitoring
should be imposed as well as air monitoring devices for preservation of air quality.
The proposed operation will eliminate many acres of productive farmland from ~
agricultural production. The topsoil of this land will be removed and lost to the area.
Erosion will be increased and reclamation and revegetation are not proposed for.yeazs to
come. Across the road from the proposed site is gravel mine operated by the County,
which is now simply a mess of weeds. Allowing the proposed operation may result in the
same situation existing at this site. This should not be allowed.
There is abundant wildlife azound the area ofthe proposed mine, including deer, (turkeys,
foxes, coyotes, rabbits, waterfowl and others. The proposed operation is not compatible
with the wildlife. There is not an adequate way to mitigate this impact.
The proposed operation will also adversely impact the roads in the azea. They are dirt
county roads that aze not designed for the heavy uses that would be associated with this
type of operation. j
The best way to protect against all of the expressed concerns is to deny the application
and dismiss it. This intrusion into our community should not be allowed. Ifthat'is not
done, impacts that cannot be mitigated will be imposed. ~
If the application is granted, very stringent conditions should be imposed concer ling all
of the above concerns. Monitoring and reporting on all of them should be required and
there should be a very lazge bond or financial guarantee imposed to make sure that the
applicant does what is required. We ask that the application be denied.
2
