blue <br />ribbon <br />'` coal <br />company <br />blue ribbon coal company <br />p.o. box 1352 <br />palisade, coloratlo 81526 <br />(303) 464-7951 <br />i5 POND CERTIFICATION <br />In accordance with Colorado Mined Land Reclamation Division's Rule 114.05.6(7), <br />this certification has been prepared to cover the construction of the li5 <br />Pond at the Blue Ribbon Mine site. I, Larry M. Reschke, P.E., was project <br />engineer for the construction of this pond and performed regular inspections <br />during the construction phase. I have had a variety of experience in design <br />and construction inspection of earth benches and embankments at Blue Ribbon <br />Coal Company, Grand Mesa Coal Company and Snowmass Coal Company. <br />The pond was designed to be excavated below grade with a sediment capacity <br />of 0.183 acre feet and a water capacity of 0.421 acre feet. The resulting <br />sediment capacity is 0.290 acre feet and resulting water capacity is 0.455 <br />acre feet. <br />Excavation began June 26, 1986 and was completed July 11, 1986. The excavated <br />material was used as borrow material for another project. On July 11th a <br />trench was dug across the resulting embankment between the pond and Hubbard <br />Creek. An old emergency spillway pipe for the ~1 Pond was removed and the <br />new 6" class 200 P.V.C. primary spillway was installed at a 2% grade. A <br />concrete cut-off collar was poured around the pipe near the center of the <br />embankment then dirt was backfilled around the pipe using a post to tamp <br />material tight. The remaining material was placed in the trench in 6-12" <br />lifts using the track of the excavator to compact the lifts. The emergency <br />spillway was dug in the embankment on September 5th and rip rap was installed <br />September 19, 1986. The emergency spillway was installed 15' wide rather <br />than 5' designed. <br />A 6" gate valve was installed on the discharge end of the primary spillway <br />and use of the pond began on July 11th 1986. A 12" H-flume was installed <br />on the discharge October 3, 1986 to measure discharge. <br />Based on the information stated herein and regular field inspections; I hereby <br />certify that Blue Ribbon Coal Company's 115 Pond was installed in accordance <br />with the plan approved by Colorado Mined Land Reclamation Division or as <br />stated herein and that construction was done in a proper workmanship manner. <br />Larry M.
