Loye : <br /> Attached are two copies of the 110 Permit Application and sup- <br /> porting documents for the similarly situated gravel pits of El <br /> Paso County Department of Transportation. <br /> El Paso County ' s gravel extraction operation is for the purpose <br /> of construction and routine maintenance of over 2000 miles of <br /> roads in the county. <br /> Our pits are all on privately owned or leased range lands . We <br /> operate with a gravel purchase agreement under which the County <br /> pays the land owner a royalty on a per ton extracted basis . <br /> None of our pit operations involve crushing , or washing of the <br /> material , it is generally used as pit run material on the roads . <br /> All of our pits are situated in the high plains area and share <br /> similar soil and range grass situations . All are dry pits . <br /> Because of the great area and thousands of miles of roads to <br /> maintain it is necessary to have strategically located gravel <br /> sources . We have 14 pits to serve 1 ,300 square miles . <br /> We normally operate only two pits at any one time because of the <br /> limitation of manpower and equipment and use each pit on a need <br /> basis .
