Stormwater Man~ement Plans /SWMPs): The purpose of a SWMP is to identify possible pollutant sources to Stormwater <br />and to set out est management practices that, when implemented, will reduce or eliminate any possible water quality <br />impacts. A SWMP must a maintained for the West Elk Mine in accordance with good engineerirsg practices. (The plan <br />need norbe completed by a registered engineer.) The Division has a guidance document available on preparing a SWMP. <br />The plan identifies potential sources of pollution (including sediment) which may reasonably be expected to affect the <br />quality of Stormwater discharges associated with mining or remediation operations. In addition, the plan describes <br />practices, which will be used to reduce the pollutants in Stormwater discharges from the mining or remediation operation, <br />and to assure compliance with the terms and conditions of this permit. In the event that the permutee wishes to remediate an inactive mine site and terminate permit coverage, <br />pnor to remediation activities, the SWMP must be amended ro include the following items, and the permittee must <br />notify the Division of the change in status: <br />1~ Documentation of landowner permission (tfthe permittee is not the owner) <br />of remedial action to be performed <br />: ofBMPs during remediation activities <br />for disposal 01 anyy water stored within mine waste <br />: ofpermarsent BMPs to be used, final site stabilization, and ultimate land use <br />SWMP Develo ment Coordination and Format: Some activities required under the SWMP may already be in place. <br />owever, t e wi requtre t .e permittee to coordinate these acfivities with any necessary new activities irz an orderly <br />.manner, so that the result is the reduction or elimination of pollutants reaching state waters from areas not limited by <br />numeric effluent limitations. <br />It is the permittee's responsibility to notify the Colorado Division of Minerals and Geolo (/CDMG) of any ~hange_s at their <br />site resulting from the implementation of the SWMP. This notification allows the ~ISMG to review the SWMP and <br />incorporate any potential revisions, which might be needed into the facility's reclamation ermit. It is im ortant to verify <br />that the site reclamation permit matches the SWMP. Such information u usually containedPn Exhibit G ofP10 reclamation <br />permitr. ~ _ <br />The SWMP may rely upon information developed for other similar pollution control programs such as the SPCC ((S~ill <br />Prevention Control and Countermeasures) plan, Voluntary Cleanup Plan, or the Mined Land Reclamation Plan. <br />Appropriate porrions o these other plans may be incorporated in the SWMP by reference, as long as a complete SWMP <br />can be reproduced and submitted to the requesting agency within the rime frame specified in the request. Those portions of <br />the referenced documents must be included in the submittal. The SWMP must also be readily available to an on-site <br />inspector. <br />c. Com rehensive Facili Ins ections: The permittee shall make a thorough inspection of their stormwaler management <br />system, at east twice per yyear in the sprin and fall). These inspections must be documented and summarized in the <br />Annual Report (see Part LD.l.g of the permit <br />d Annual Re art: The permittee will be required to submit an Annual Report, covering January 1 through December 3/ of <br />eat year, on the compliance with the SWMP. The Annual Report shall contain, at a minimum: <br />i. A report on the facility's overall compliance with the SWMP, including a progress report on remediation activities. <br />ii. A summary of'all comprehensive stormwaler inspections made. <br />iii. Results dnd interpretation of any Stormwater monitoring performed. <br />The Annual Report will be due to the Division on or before February I S of the following year (see Part LD.2.g of the <br />permit). <br />All reports required for submittal shall be signed and certified for accuracy by the permittee.
