3 <br />I. Work to establish proactive relationships with local governments <br />and~Federal, State,~and :ocai regulatory agencies. <br />3. The regional office will: <br />a. Provide assistance and expertise as requested by the area office. <br />b. Determine the appropriate method of establishing fair market <br />value and review and approve all value estimates and appraisals. <br />c. Review all dompleted applications and authorizing documents prior <br />to signature by the area manager. <br />d. Facilitate legal review by the field solicitor. <br />4. As a minimum, complete applications will contain: <br />a. A description of affected lands and facilities. <br />b. Complete, detailed plans and specifications for the discharge <br />system, including estimated rate of discharge during maximum probable storm <br />e"vents. <br />c. Detailed development plans including the number and type of <br />residential and commercial lots to be developed and the type of sewage <br />disposal system planned for the development. <br />d. All information necessary to complete the appropriate level of <br />NEPA compliance and proof of consultation andlor approved permits with all <br />State and Federal agencies claiming jurisdiction under the Clean Water Act. <br />5. Native American Applicants: Applications received from Native <br />American groups shall be reviewed and analyzed under Secretarial order <br />No. 31'75, dated November 8, 1993, covering Indian Trust Assets.
