,, <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns of CDMG. Paul Krabacher of CDMG IML Program <br />accompanied the inspection. The focus of the inspection was to determine remaining work to be performed by <br />the Division. The Division plans to put remaining work tasks together for bid this summer with work to be <br />performed in the early fall, September, 1997. <br />Road cuts along main access road off of Routt County Road X27 have Canada thistle infestations.. <br />Noundstoungue is present in reclaimed area where sheep grazing has been concentrated. Two small patches of <br />Whitetop, Cordorio dmbq were noted along ditch 5-I between reclaimed Pits 5 and 6. The Division sprayed <br />houndstoungue and Whitetop at the pit 5 and 6 areas during this inspection. Chemical formulation used was IS ml 2,4-D <br />plus IS ml Banvel per gallon of water as per pesticide label recommendations. A small quantity of surfactant was mixed in <br />the formulation as well, to aid in chemical adherence to target plants. Pesticide was applied with a backback sprayer <br />allowing finer control of application locations. Spraying was also conducted on houndstoungue on road to 20,000 fuel tank. <br />Houndstoungue is not identified on the Routt County Weed Control District list of noxious weeds, but the landowner has <br />expressed concern over control of this species Whitetop is on the Statewide list of noxious weeds <br />Items identified that the Division proposes to put out to bid for the 1997 reclamation season include: <br />I) Remove 20,000 gallon fuel tank at former explosives storage area. Dimensions approx: 12 ft. Dia.. X IS ft. H. <br />2) Remave 3, 8 ft. Dia. Haul truck tires, Steel support cage, metal scrap, 2 culverts, 2 barrels, steel pipe <br />3) Apply road base on main access road (By rockfall curve) dimensions 500 ft L x 12 ft. W. <br />4) Road to Pit 4: Grade approx. 2800 ft. From main access rd To curve. <br />5) Install I water bar on upper portion of access road to pit 4. Place above current water bar <br />6) Shape spot locations of road ditch on upper portions of Pit 4 access road. <br />7) Seal lower portion of Pond 4 riser. Seal lower holes Move 4 inch dia.. discharge hole to elev. 75455 ft. <br />(=58 ft Up riser) <br />8) Shape lower portion of ditch 4-I where sediment has deposited. <br />9) Pit 5 ditch 5-3 Add rock to downcut location where spring SP-5 comes into ditch 5-3 Approx 30 ft. <br />10) Access road to Pit 2/3' Add two waterbars to direct spring water across road to outer road ditch. Shape <br />ditches. <br />Job list will be written in bid with tasks required at another Routt County Mine (pre-law Edna pit). Projected work <br />schedule to occur in early September. <br />Vegetation looked good on lower portions of the reclaimed pits. Vegetation is dominated by Brome grass with Orchard <br />grass and various wheatgrasses intermixed. Dominant forb is cicer milkvetch with other vetches observed throughout. <br />Canada thistle concentrated on road cut banks although individual plants noted throughout reclaimed areas. Upper 2/3 <br />pit has less cover This could be in part to later growing start, longer snowcover, in these higher pit locations <br />Observation of concentrations of thistle and houndstoungue in the reclaimed vegetated areas found that these locations <br />coincide with good establishment of sagebrush. Spraying these areas for thistle or houndstoungue would jeopardize the <br />sagebrush establishment <br />Except for identified maintenance tasks, area is in generally good condition. <br />
