Exhibit 1 - Soils <br />n <br />U <br />1) The soils are very prone to erosion and summer precipitation <br />normally occurs in severe thunderstorms, for this reason, <br />revegetation needs to take place as rapidly as possible. <br />RESPONSE F1. The reclamation plan states that reclamation <br /> <br />will closely follow mining. Reclamation includes revegetation. We <br />are well aware of the vulnerability of the land, but accelerated <br />growth to obtain excellent cover through the use of additional water <br />and inordinately large amounts of fertilizer will ultimately result in <br />a dependency on management for sustainment of the vegetation. Erosion <br />control measures are included to help reduce erosion hazard, make <br />water more available but not inordinately so, and allow time for <br />vegetation cover to increase to the carrying capacity of the <br />conditions. Accelerated revegetation usually results in exceeding this <br />capacity and when intensive management is removed the vegetation <br />usually dies back far below the capacity level and takes a long time <br />to recover because of induced imbalances and consequent severe vegetation <br />shock. We believe the plan includes compensations and builds on <br />natural processes. <br />2) According to Rule 6.5a., "In those areas where revegetation <br />u <br />is part of the reclamation plan, land shall be revegetated in such a <br />way as to establish a diverse, effective, and long-lasting vegetation <br />P-I-12* <br />
