Because surface water flow is so highly seasonal (mainly <br />in the spring during snow melt and otherwise from sporatic <br />precipitation runoff), it was impossible to monitor surficial <br />water quantity and quality across the proposed permit area until <br />the spring 1980 season. Utilizing the techniques developed by <br />McCain and Janett (1976), flood discharges of the ephermal stream <br />crossing the southeast boundary of the permit area were calculated <br />from various precipitation events, and are listed in Table III, <br />Willard Owens report. <br />One surface water monitoring station was subsequently installed <br />on the lease tract (Weir #1). This weir was installed during May <br />1980 and will be utilized to monitor both the quantity and quality <br />of surficial runoff from the proposed permit area (see Exhibit C-2). <br />Monitoring will fulfill the requirements of Section 2.04.7(2)(b)(i) <br />and (ii). Surface water flows recorded to date are shown in Table <br />13. Water quality samples collected at Weir #1 will be analyzed <br />for all the parameters listed in the Wyoming DEQ Guidelines. If no discharge occurs, this shall be recorded <br />at the specified frequency. Wyoming Fuel will, when feasible, <br />collect water quality samples upstream of the permit area at the <br />same time sampling is done at weir #1 in order to obtain quality <br />comparisons. <br />Wyoming Fuel does not plan to install a weir below the <br />northern sediment pond. There is no schedule for pond effluent <br />since most of the water will be used for dust control on the mine <br />haul roads and therefore no discharges are planned. In case of <br />discharge, however, water quality sampling of pond effluent will <br />be conducted according to the NPDES permit issued and administered <br />by the Colorado Department of Health which are: <br />n <br />U <br />-52- <br />
