• PRE-DRILLING ACTIVITIES <br />Prior to any construction or drilling activities, an on-site inspection of proposed drill sites <br />and access routes will be conducted with representatives from appropriate regulatory <br />agencies to discuss site-specific concerns. Proper Road Use and Special Use permits will <br />be modified if required by the U.S. Forest Service for use of the roads. It is anticipated <br />that initial snow removal may be required. <br />CDMG, USFS, and BLM regulatory personnel will be notified at (east 48 hours before <br />any construction or drilling equipment is mobilized into the project aeeas. Construction <br />and drilling activities will be supervised by a representative of Mountain Coal Company. <br />A copy of the approved permit documents will be available from the company <br />representative for inspection. Any proposed changes in the Project after permit approval <br />will be reviewed with the appropriate regulatory agencies before changes take effect. <br />Staging areas to be used by the drilling contractor will be reviewed with and approved by <br />the USFS District Ranger or his representative prior to use. These sites will be used in a <br />manner to minimize damage to the vegetation. Any surface disturbance to these sites will <br />be re-graded and seeded to promote rehabilitation. <br />Access to all drill sites will utilize existing roads and trails. All access routes will be <br />maintained to accommodate 4X4 pickup tn~cks and a drilling unit. A drilling unit is <br />• defined as encompassing part or all of the following equipment: truck mounted or skid <br />mounted drill rig, air compressor and\or booster, rig-up truck, boom truck, utility trailer, <br />drill pipe laydown rack, crew trucks, and water trucks. <br />Roads utilized in the project will be maintained with water bars and appropriate <br />sedimentation controls as required during the drilling phase. A D8 bulldozer or its <br />equivalent will be used to prepare the road for travel and assist in mobilizing the drill <br />equipment to the drill sites. Additional equipment expected to be used in opening, <br />maintaining, and reclamation may include a rubber tired backhoe, rubber tired grader, and <br />a track mounted baekhoe. <br />The Gob Vent / De-gas Borehole pads will require reopening of the West Flat Iron road <br />as previously discussed. The road would be maintained at a 12 foot width. Movement of <br />equipment across undisturbed land would be kept to a minimum. No brush or tree <br />removal is anticipated on the access route. Drill site pads of a maximum size of 100' x <br />200 ft. will be constructed to accommodate the drill equipment and drill cuttings sump. <br />Drill pads will be constructed only as large as necessary. Topsoil will be stripped, <br />stockpiled, and identified with a sign to be used in the reclamation phase of the program. <br />Mudpits to accommodate drill cuttings will be constructed with an approximate size of <br />10' x 20' x 6'. <br />Water for the drilling operations will be hauled to the site from stock ponds along the <br />• road at the western base of West Flat Iron Mesa (locally known as Two Ponds), or hauled <br />from the stock ponds along the USFS Road 711a, located west oti the junction with USFS <br />
