EFCI to evaluate and determine the success of mine plans, drainage and
sediment control facilities, and reclamation for the purpose of minimizing
disturbance to the hydrologic balance and assuring the success of proposed post-
mining land uses.
Monitoring data collected over the water year from June through May is
submitted to the CMLRD on or before August 1 of each year. Since EFCI reports
discharges in accordance with its NPDES permits on a quarterly basis, EFCI will
notify the CMLRD of NPDES report filings in compliance with Part 4.05.13 (2) (ii)
(b). EFCI will also notify the CMLRD of any possible non-complying discharges
within five (5) days of receiving analytical results indicating possible non-
compliance. If non-compliance with a NPDES permit effluent limitation does
occur, EFCI will forward the analytical results concurrently with the written
notification of noncompliance.
EFCI will continue surface and groundwater monitoring activities after completion
of reclamation operations to document restoration of pre-mining hydrologic
characteristics. Monitoring will be discontinued when untreated surface runoff
meets applicable effluent limitations and the CMLRD approves removal of
drainage and sediment control structures.
4.05.14 TRANSFER OF WELLS
EFCI currently has no plans to transfer ahy exploration boreholes or monitoring
wells for subsequent use as water wells.
MR-50 4.05-26 Revised -June 2003
