<br />CONCLUSIONS <br />A review of the characteristics of the upper and lower access roads at the Mid- <br />Continent Resources limestone quarry leads to the conclusion that totally bacld"illing the <br />roads is not feasible as an alternative to the approved reclamation plan. The total <br />backfilling scenario cannot be achieved from a material balance standpoint, and is <br />inadvisable based on the best management practices of state-of-the-art reclamation <br />science. Serious concerns with slope stability, erosion, revegetation, health and safety, <br />and cost unite to recommend against this total backfill scenario.. The approved <br />reclamation plan meets the requirements of the reclamation statute of the State of <br />Colorado, is fundamentally sound, and is consistent with the tenets of current <br />reclamation science. <br />-Cr <br />
