CONCLUSIONS
A review of the characteristics of the upper and lower access roads at the Mid-
Continent Resources limestone quarry leads to the conclusion that totally bacld"illing the
roads is not feasible as an alternative to the approved reclamation plan. The total
backfilling scenario cannot be achieved from a material balance standpoint, and is
inadvisable based on the best management practices of state-of-the-art reclamation
science. Serious concerns with slope stability, erosion, revegetation, health and safety,
and cost unite to recommend against this total backfill scenario.. The approved
reclamation plan meets the requirements of the reclamation statute of the State of
Colorado, is fundamentally sound, and is consistent with the tenets of current
reclamation science.
-Cr
