<br />GUNNISON COUNTY PLANNING COMMISSION <br />FINDING OF NO IMPACT <br />CERTIFICATION NO. 15, SERIES 1996 <br />AN ACTION APPROVING LAND USE CHANGE APPLICATION NO. 1996-023 <br />A LAND USE CHANGE PERMIT FOR HELEN WHINNERY <br />WHEREAS, Helen Whinnery has applied for a land use change permit to extend <br />a gravel extraction operation permit originally approved for Popejoy Construction by <br />the County in 1992 and located in Secs. 35 and 36, R. 46 N, Twn. 4 W, 10th P.M., <br />as described on the attached "Exhibit A"; and <br />WHEREAS, after a review of relevant facts, the Gunnison County Planning <br />Commission did, by motion on August 16, 1996, make the following findings and <br />conditions of approval: <br />FINDINGS: <br />--This application is to extend a permitted temporary use of a gravel pit. <br />--There are no substantial conflicts with County land use policies ar design <br />guidelines. <br />--Because of the proximity of this project to a state highway, it is highly <br />visible; the Commission finds that reclamation of the disturbed areas is beneficial to <br />maintaining the aesthetic character of the area. The applicant has indicated the <br />property will be returned to ranching use once the gravel is extracted; the <br />Commission finds that to be complementary to the area. <br />--Limitation on the numbers of mobile construction and residential units during <br />finite paving projects related to highway improvements will help to mitigate adverse <br />visual impact during the project periods. <br />--This is an established use which has been operating in compliance with an <br />
