Delta County Whiting Pit
DMG 112 Application
Exhibit E- Reclamation Plan
Slope combinations proposed for this site aze similar and compatible with surrounding
conditions and land use. There will be no ponds left on site as part of the reclamation
plan.
The proposed reclamation is not for agricultural or horticultural crops.
We do not intend to backfill inert material from outside the permit area at this time.
Proper notice will be provided to the Office if need arises for use of such material for
backfill at this site.
Material handled on site will not create an unauthorized release of pollutants to the
surface drainage system. A Stotrnwater Dischazge Permit for Gravel Mines will be
obtained from the Colorado Department of Health.
No pollutants will be dischazged to groundwater on this site.
3.1.6 This is a dry pit. There will be no disturbance to the prevailing hydrologic balance.
There aze no wetlands on this site. Topsoil and overburden stockpiles and berms will be
stabilized by broadcasting with a grass seed mix as recommended by the Natural
Resources Conservation Service, Delta Office. A Stormwater Dischazge Pemut for
Gravel Mines will be obtained from the Colorado Department of Health. There will be
no dischazge of process water from this site.
3.1.7 We will not encounter any groundwater on this site.
3.1.8 There is very little evidence of any wildlife on this site. There are no trees or shrubs or
any cover or feed for wildlife except reptiles, small rodents, and insects adapted to desert
envirottments.
3.1.9 Topsoil will be removed from Phase 1 and stockpiled in the drawn to the northeast of the
Phase 1 mining area and protected from erosion by broadcasting with 281bs/acre of Tall
Wheatgrass and Tall Fescue after October 15 as recommended by the NRCS Delta
Office.
We do not expect to have to move the topsoil stockpiles until it is used in reclamation of
Phase 2. Phase 2 topsoil will be used to reclaim Phase 1.
Areas ready for topsoil replacement will be ripped to depth of 1 foot immediately prior to
replacement of the topsoil. These soils are of poor quality and currently support little
vegetation. Topsoil will be replaced at 4 to 8 inches.
3.1.10 The reclamation plan is to revegetate the entire site with plants compatible with the desert
environment in densities similaz the surrounding lands. The site will be prepared for
revegetafion by ripping the sub grade to a depth of 1 foot immediately prior to topsoil
replacement of 4 to 8 inches of the best topsoil the operator could salvage on the site.
Seed will be drilled or broadcast in the fall following cessation of mining with the seed
mix described below. Straw will be used as mulch at a rate of 1 ton/acre and crimped in
place by tracked equipment as recommended by DMG staff.
Spraying with approved herbicides in the fall and spring according to an approved Delta
County Weed Mitigation Plan will control weeds.
3.1.11 Some of the chicken houses of Thomas Whiting's chicken farm encroach onto the land
that Delta County has purchased from Mr. Whiting. The purchase agreement specifies
that these buildings be removed and the 5 acre triangle of land retained by Mr. Whiting
be transferred to Delta County in December, 2011 and the shop building at the chicken
farm is to remain. None of these buildings are on the land to be disturbed in this mining
plan. There aze no buildings or structures planned in conjunction with this operation.
3.1.12 The operator will post the required sign at the entrance to the mine.
The boundaries of the affected area will be delineated by existing fences or steel marker
posts before mining begins.
