Delta County Whiting Pit <br />DMG 112 Application <br />Exhibit D - Minim: Plan <br />area. Another borrow azea for cohesive material lies north of G Road in the S W 1 /4 S W 1 /4 Section 14. <br />Soils in this area aze described in Exhibit 1 under soil map units 800 and 740. Topsoil in this azea is 0 to <br />5 inches with up to 26 inches of silty clay loam for cohesive fines. Topsoil in this area will be <br />stockpiled in the southwest corner of this area. This borrow areas will be active for the life of the mine <br />and will not be reclaimed until Phase 2 mining is complete. <br />The following narrative addresses the itemized requirements of Section 6.4.4 of the Rules <br />a) Material will be mined using dozers, front-end loaders and/or excavators. Mined material will be <br />loaded on trucks and transported to the process area or hauled with Front-end loaders. There will <br />be no explosives used in this operation. <br />b) Topsoil and overburden will be removed from the deposit using scrapers, dozers, and/or front- <br />end loaders. Overburden and topsoil from Phase Twill be stockpiled in the draw on the northeast <br />side of Phase 1. Overburden and topsoil from Phase 2 will be used to reclaim Phase 1 and any <br />parts of Phase 2 ready to be reclaimed. High-walls will be reduced using cut and fill technique <br />and dozers and excavators. Topsoil and overburden will be replaced using dozers and scrapers. <br />c) Water for dust control will be brought to the site by water truck that will be filled at an approved <br />County source. There will be no water diversions or impoundments on this site. <br />d) The initial process area will be approximately 4 acres. Phase 1 has about 14 acres of material to <br />be mined. Phase 2 has approximately 50 acres of material to be mined. The Borrow areas may <br />include about 5 acres and 8 acres and will be active throughout both Phase 1 and Phase 2 of <br />mining. Mining will proceed west to east from within 20 feet of the western boundary in Phase 1. <br />Mining in Phase 2 will begin southwest to northeast, then turn east to west and finally west to <br />east and will continue to the edge of the mesa or to within 20 feet of the permit boundary in the <br />north and east. We estimate a maximum of 800 feet of un-reduced high wall at any one time. <br />e) Mining the Phase 1 is expected to take 3 to 5 years and will involve up to 14 acres of <br />disturbance. Reclamation on Phase 1 will begin as the operation moves into Phase 2 Phase 2 <br />involves about 50 acres of potential disturbance and is expected to take 12 to 15 years to <br />complete mining and reclamation. Delta County will use concurrent reclamation practices as <br />much as is practical. The designated borrow azeas may be up to 5 acres 8 acres respectively and <br />will be reclaimed immediately after all Phase 2 mining and reclamation is complete. <br />fj The deposit to be mined contains 8 to 10 feet of glacially deposited gravels. The gravel is <br />covered by 0-12" of clay loam topsoil and 12-26" of gravelly clay loam overburden. The site is <br />classified as Loamy Salt Desert with sparse vegetation. The stratum immediately below the <br />gravel is shale. <br />g) The primary commodity to be mined is sand and gravel for construction aggregate. <br />h) An incidental product would be the clayey borrow material that may be added to the processed <br />gravel to meet certain specifications. <br />
