wN~uLiarvis iN~ <br />PHASE I INSPECTION REPORT <br />NATIONAL DAM SAFETY PROGRAM <br />MDNUMENT RESERVOIR DAM <br />GUNNISON COUNTY, COLDRADD <br /> <br />1. GENERAL. <br />a. Authority. The Dam Inspection Act, Public Law 92-367, authorized <br />the Secretary of the Army, through the Corps of Engineers, to initiate a <br />program of safety inspection of dams throughout the United States. This <br />inspection was made in accordance with this authority. <br />b. Purpose of Inspection. The purpose of this inspection was to <br />make a general assessment of the structural integrity and operational ade- <br />quacy of the dam and its appurtenant structures. <br />c. Scope of Report. The Phase I investigation was conducted to <br />assess the genera con ition of the project with respect to safety based on <br />available data and a visual inspection, to determine needs for emergency <br />measures, and to conclude if additional Studies, investigations, and analy- <br />ses are warranted. All of these items are covered in this report. <br />Z. PROJECT DESCRIPTION. <br />a. Location. Monument Dam is located in Section 32, Township 13 <br />South, Range 90 West, in Gunnison County, Colorado. The town of Paonia is <br />approximately 7.5 miles west of the reservoir area. The location of the <br />dam and reservoir is shown on Figures I and II. <br />b. Pur ose. The purpose of the Monument Reservoir is to capture <br />runoff, most y rom spring snowmelt, and store it for release during the <br />irrigation season. Also, a diversion canal from the adjoining drainage is <br />sometimes used to help fill the reservoir. <br />c. Size and Hazard Potential Classification. <br />(1} Size. The structural height of Monument Dam is 76 feet, and <br />the storage capa tic tic y is 632 acre-feet and is classified as an "inter- <br />mediate" sized dam. An intermediate-sized dam has a height between 40 and <br />lOD feet and/or a storage capacity between 1,000 and 50,000 acre-feet. <br />(2} Hazard Potential Classification. Monument Dam is classified <br />as having a hig potent~a for amage or oss of life in the event of <br />failure, because of the farms and private residences located along <br />Minnesota Creek downstream from the dam.
