•. <br />-6- <br />Exhibit D - Reclamation Plan (continued) <br />2, Specify the maximum gradient of reclaimed slopes (hori.zontal vertical). <br />We recommend 3:1 or gentler for purposes of stability and revegetation <br />establishment. If you propose steeper slopes you should include a <br />,justification that supports the proposed past-mining land use and demonstrates <br />compliance with the applicable performance standards of Rule 6. <br />3. Specify the thickness of topsoil to be replaced. We recommend using at <br />least 12 inches of topsoil material to enhance root penetration and hasten <br />revegetation. <br />4. Specify when the site will be seeded - late fall or early spring. Note <br />how the seedbead will be prepared to eliminate compacted conditions (e. g., <br />plowed, chiseled, disced). Note whether fertilizer will be utilized, and if <br />it will, then note the type of fertilizer, application rate and how it will be <br />incorporated into the soil. <br />5. Specify ttie grass, forb, shrub and tree species to be planted and the <br />applicable quantities. Specify the quantity of each grass and forb species as <br />pounds of puree live seed per acre and the number of each species of shrubs and <br />trees per acre. <br />6. Specify the application method for grass and forb seeding. If the seed is <br />to be broadcast, the application rate should be twice the rate required for <br />seed drilling, and the seed should be raked or harrowed after application. <br />7. Specify the kind of mulch to be used and rate of application: <br />8. Specify any ponds, streams, roads and buildings that will remain after <br />reclamatton. These features must be shown on the Exhibit E - Map. If ponds <br />are part of the reclamation plan, the slopes can not be steeper than 2:1, <br />except from 5 feet above to 10 feet below the expected waterline where slopes <br />can not be steeper than 3:1. Where wildlife habitat is the proposed future <br />land use, shore lines should be irregularly shaped to promote a diverse <br />wildlife habitat. <br />9. Specify the reclamation treatment of any waste rock dumps, tailing <br />impoundments, underground mine openings, buildings and other features <br />specified in your mine plan but not previously addressed in the reclamation <br />plan narrative. This should describe the measures taken to minimize <br />disturbance to the hydrologic balance, prevent off-site effects, and provide <br />for a stable configuration consistent with the proposed future land use. <br />10. The maximum amount of financial warranty fora Limited Impact Operation is <br />E5000,00,* If you wish to commit to a 55,000.00 financial warranty, then you <br />do not need to provide an estimate of reclamation costs. If you want to post <br />a f~ncial warranty in a lesser amount, then you must provide an estimate of <br />the actual cosi:s to reclaim the site based on what it would cost an <br />independent contractor to complete reclamation including unit costs for the <br />following activities as appropriate to the operation: backfilling, grading, <br />topsoil application, seeding, mulching, fertilization, and labor. <br />* The Board will assess a financial warranty not to exceed E15,000.00 for any <br />mining operation which uses cyanide compounds in a leaching process. <br />
