Mountain Coal Company Exhibit 51 <br />West Elk Mine Lower Retuse Pile <br />• Placement of cover, including topsoil seedbed preparation and revegetation of all phases of the pile and the <br />conshvction of sediment wntrol ditches wiU be done in accordance with Section 2.05.4 of the MRP. <br />Revegetation success will be measured in accordance with Section 2.05.4 of the MRP. <br />The drainage control features (sediment ditches and sedimentation pond) will remain in place or be modified as <br />necessary following reclamation of all five phases of pde conswction until the reclaimed refuse area is in <br />wmpliance with the regulations set forth in Section 4.05.2(2) of the Colorado Mined Land Reclamation Board <br />for Coal Mining. At such time, the ditches will be backfilled and reclaimed in accordance with Section 2.05.4 of <br />the MRP. The clean water ditch (DCW-2) will remain open in order to direct upland run-0ff away from the pde <br />for discharge into Sylvester Gulch. (Reclamation ofthe sedimentation pond is described in the permit revision for <br />"Redisturbance of the U.S. Steel Laydown Area" submitted and approved in 1984). MCC will utilize the best <br />technology curtendy available to reduce erosion on the reclaimed slopes of the refine pile to reduce rillutg and <br />loss oftopsod. <br />As the surface owner, Atlantic Richfield intends to keep the access road up Sylvester Gulch open following <br />reclamation of the pile to allow access to the Sylvester Gulch fan site and areas to the south. The collection ditch <br />at the tce of the pile will be maintained until final reclamation and bond release. At the end of the life of the mine, <br />a berth will be placed between the road and ditch. Ditch maintenance would be impeded if such barriers or bemts <br />were placed during active operation of the pile. A bens or rock barrier will also be placed at final reclamation <br />across access points to the top of the pde to block normal vehicular access. <br />• <br /> <br />38 <br />
