2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES -- <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (cont'd.) <br /> <br />7) Bowie No.1 Mine Coal Storage Area small area exemption. Located immediately south of <br />the tracks, south of the coal storage area (see Volume 8 Map No. 8-3). The Operator will <br />use its best efforts to provide an analytical demonstration that the area does not contribute <br />non-compliant sediment loads to the surrounding drainages. A straw bale filter is <br />constructed below the area to provide alternative sediment control. The straw bale filter will <br />be examined periodically and maintained to ensure adequate function at all times. Samples <br />will be analyzed for compliance with the NPDES settleable solids standard. No mixing of <br />surface drainage and underground mine drainage occurs within or results from this small <br />area exemption. <br />8) Methane monitoring holes will be drilled over the mine workings. Run-off from the <br />drill pads for monitoring holes does not go through a treatment facility such as a <br />sediment pond. Run-off from the pads will be filtered through a sediment fence. <br />Design of sediment fences for three drill pad configurations are presented in <br />Volume 8, Drainage Design and Location beginning on page SAE-31. The three <br />typical drill pads are designed on a 3H:iV slope, 5H:1V slope and 10H:1V slope. <br />• The typical sediment fence configuration, berms and ditches for the various slopes <br />and pad sizes are shown on Maps 8-8. <br />Methane monitoring hole BRLi-GMW-01 (Map 4-1) will be constructed where the ground <br />surface is on an approximate 10H:1 V slope. <br />(3) (b) (iii) <br />The entire operations of the Bowie No. 1 Mine and the Bowie No. 1 West Mine are designed to <br />protect surface and groundwater from adverse effects. Both are monitored on the disturbed site, <br />as well as on the permit and adjacent areas. As discussed in Sections 2.05.6(3)(a)(iii), stipulations <br />attached to the Operator's FCL C-37210 require that existing on-tract and cross-tract flows be <br />protected from the effects of subsidence by limiting coal extraction in buffer zones established by <br />the BLM under Steven's Gulch and East Roatcap Creek, by formulating a water replacement plan <br />for the repair of conveyance of storage systems and the replacement of any water lost from an <br />adjudicated water right, and by maintaining flows for future use. <br />This plan of collection, recording, and reporting of ground and surface water quality and quantity <br />data is discussed as follows: <br /> <br />7R-38 113c 9/01 <br />
