Smith. <br />We have received a letter from A. R. Pfeiffenberger and Associates <br />dated June 8, 1979 (copy enclosed) which addresses our original <br />commitments on this case and concerns raised by the Arapahoe County <br />Planning Commission. We offer the following comments. <br />2 <br />w <br />i <br />I <br />0 <br />0 <br />n <br />First of atl, the use of a barbed wire fence for security pur- <br />poses should not have any significant effect on flood waters and we <br />would not object to its use. <br />Our major concern with this proposal has been the potential for <br />erosion both upstream and downstream of the excavated area. Mr. <br />Pfeiffenberger has indicated a need for flexibility in addressing the <br />erosion problems based upon the depth of excavation, groundwater fluc- <br />tuation, and excavation schedule. Perhaps these unknowns make a de- <br />finitive erosion control plan infeasible at this time. However, we <br />believe some provision foe the installation of adequate erosion con- <br />trols at the appropriate times should be a part of any approval of <br />this case. The bond requirements of the Mined Land Reclamation Board <br />may be the appropriate vehicle for this provision, but we would leave <br />that decision to people more knowledgeable in that area than we are. <br />Willem H.
