Smith. As we mentioned to
you, the Planning Commission at their regular meeting on May 15, 1979
voted to recommend the case favorably to the Board of County Commissioners
subject to the Planning Commission receiving approval of the Urban Drainage
and Flood Control District on the design of the drop structures and any
fencing which will cross the flood area.
In response to your request for a summary of our discussion of
the comments made in your letter of May 11, 1979 to the Arapahoe County
Planning Department, I submit the following:
When the 100-year flood plain for Murphy Creek as defined in
"Flood Hazard Area Delineation, Piney Creek, Cottonwood Creek, Lone
Tree Creek and MurphyCreek" (sheet 48) is incorporated into Item }i2
Map of Site Characteristics of the Zoning Report, it appears that the
depression areas on the south and west aides of the washing plant site will
be subject to sheet flooding. The office-storage building identified in
Item qll-27 Map of Mined and Affected Areas should be placed on a raised
foundation to avoid the possibility of shallow flooring. The washing and
screening equipment and the sand stockpiles remain above any sheet flows.
Item X11-23 Reclamation Map depicts the affected area as it would
appear upon completion of the masonry sand operation under conditions of
maximum excavation. The eight exploratory borings drilled on the site and
the analyses of the subsurface conditions encountered indicate a deposit of
clean mortar sand, making it desirable to excavate to bedrock if possible.
The groundwater level in the affected area fluctuates with local recharge
and discharge conditions; so that the actual excavation depth which is
