Mr. Chris Rowe <br />December 12, 2006 <br />Page Eight of Eight <br />avoid damaging the stability of man-made structures located within 200 feet <br />of affected land. The Applicant is unaware of any rule changes by the <br />Division that would now make Mr. Glassgow's engineering evaluations <br />unacceptable to the Division. <br />Through slope stability evaluation, excavation setbacks can be determined in <br />order to insure that the stability of any surface orsub-surface man-made <br />structure will not be adversely affected regardless of the structural stability <br />of the structure itself. If the natural angle of repose of a sand and gravel <br />deposit is a 2:1 slope and the depth of the excavation is 20 feet a minimum <br />setback of 40 feet will insure that structures located outside of the minimum <br />setback wiU not be adversely affected. <br />Having said that, the applicant is prepared to apply a slope ratio of 3:1 to <br />establish the minimum setback from the limit of excavation at the Camenish <br />Borrow Pit. <br />Received Comments <br />1, All tributary groundwater depletions associated with the Camenish Borrow will <br />be fully augmented pursuant to a Substitute Water Supply Plan approved by the <br />Office of the State Engineer. <br />2. As noted in the November 28, 20061etter from the Town of Frederick, Colorado, <br />the Comenish property is located in unincorporated Weld County and therefore is <br />not subject to the Town's land use regulations. <br />3. The Applicant will work with Weld County to developed the appropriate Road <br />Maintenance Agreement for Weld County Road 20 %z. <br />4. There are no known wetlands on the subject property. <br />5.
