• 4.10.2 SITE INSPECTION <br />During ongoing construction of the permanent coal refuse stockpile, EFCI will <br />conduct quarterly inspections of active placement operations and areas. These <br />inspections will be conducted by a qualified individual who will prepare reports and <br />file them at the mine to be available for review by authorized regulatory personnel. <br />The inspections will include observations and any tests necessary to identify and <br />evaluate potential hazards and ensure ~;hat all organic material and topsoil have <br />been removed from foundation areas, and verify that proper construction and <br />maintenance techniques are being utilized in accordance with the approved refuse <br />disposal plan. In addition, quarterly inspection and reporting will include the <br />following: <br />1. Inspection of the entire pile for any failures. <br />2. Inspection of the entire pile for any springs or seeps. <br />3. Confirmation of lift thicknesses and placement procedures. <br />• 4. Confirm the fine and coarse refuse material being placed is consistent with <br /> the material type described in the stability analysis. <br />5. Confirmation of compaction to minimum dry density of 52 pcf. <br />6. Review and discussion of applicable compaction tests. <br />7. Engineer's comments and/or recommendations. <br />8. Descriptions of actions taken by EFCI to remedy any problems noted by the <br /> engineer. <br />If any inspection discloses that significant potential hazards exist in the coal refuse <br />disposal area, EFCI will promptly notify the Division of the potential hazardous <br />condition and of any emergency or remedial procedures proposed or implemented <br />to correct the problem. <br /> <br />4.10-3 Revised 5!15/97 <br />Technical Revision No. 27 <br />
