F <br />2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND <br />RECLAMATION OPERATIONS: MINIMUM REQUIREMENTS FOR <br />• <br />2.03.1 Objective <br />This section contains all relevant information regarding ownership and <br />control of underground coal mining operations, the ownership and control of <br />the property to be affected by those operations, the compliance status and <br />history of Western Slope Carbon, Inc. (WSC) and other relevant persons, and <br />other important information as required in the application. <br />2.03.2 Responsibilities <br />It is the responsibility of WSC to provide the Colorado Mined Land <br />Reclamation Board (CMLRB) this written application to perform underground <br />coal mining and reclamation operations in a format approved by the Board. <br />• 2.03.3 Format and Supplemental Information <br />The format for this permit application follows, where applicable, the <br />permanent rules and regulations of the CMLRB (August 1980). Every effort <br />was made in preparation of the application to present the most current <br />information in a clear and concise manner with supporting references as <br />available. <br />All tests, analyses and surveys have been conducted by qualified pro- <br />fessional individuals or agencies and are credited in appropriate sections <br />of the application. Dates of data collection and analysis are given with <br />descriptions of methodologies. <br />• <br />2.03-1 <br />
