Additional violation information is <br />included in Appendix XXIX. <br />Action taken to abate the cease and desist order of August 1, <br />1978 is as follows: <br />Reclamation of Crystal Meadows was begun prior to the peak flow <br />period (May 1979) proceeding as follows: <br />• The existing material was spread and compacted in one foot <br />layers. Grade was established to drain the area toward Anthracite <br />Creek (Exhibits 2.05.4-D and 2.04.5-A). Three water-monitoring wells <br />were excavated into the alluvium and perforated pipe placed 12 to 24 <br />inches below the surface of the alluvium. The location and number of <br />wells were determined jointly by WSC and the CMLRB staff. After the <br />wells were placed, the waste material was covered with 8 to 12 inches <br />of gravel material as a permeable layer. Concurrently with the place- <br />ment of this layer, a sediment trap was placed along the river side of <br />the fill material as shown in Exhibit 2.05.4-D. This material was <br />then faced with heavy rip-rap material. The topsoil layer has been <br />placed on the area to a depth of 12 inches. Topsoil was obtained from <br /> the Paonia Reservoir. The area has been planted using the seed mix- <br />• ture and reclamation methods as stated in Appendix XXVIII, and Section <br />2.03-9 <br />
