Barry 3, Director <br />Mined Land Reclamation Board <br />723 Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />BOURG COAL LAND <br />SZ - S1~ - Sec 7 & Nz - NE,i-,-, Sec 18 <br />Tsp 9 N, R 78 W, 6th PM <br />Jackson, County, Colorado. <br />Dear Mr. Barry: <br />This pertains to the recent application for a Strip Mining permit for the above <br />described property, placed by the Flatiorns Paving Company of Boulder, Colorado, <br />and presntly owned by us. <br />It is acknowledged that restoration of the surface of mined areas should be <br />returned, as near as possible, to the However we believe there <br />are occasions where returning the mine area to it s original contour is more <br />damaging than if restored to a more beneficial contour. <br />We feel that such is the case in portions of the above described property. There <br />are several ridges and brows of terraine benches that are presently erroded to <br />bare gravel with little or no plant life, which permits xapid run off of rain and <br />snox moisture. It appears to us that it would be beneficial for all concerned <br />that that when restoring the mined areas the surface be left in gentle rolling <br />slopes and swales. In this manner retaining the alluvial top soil which enhances <br />the retention of moisture, retarding runoff and errosion by promoting vegetation <br />end plant life. Further this low profile would keep the surface closer to the <br />underground water table which may sustain plant life durimg a draught period. <br />In restoring the surface it is our hope that as much vegetation and plant life <br />as possible be encouraged. In this manner enhance and insure more and better <br />grazing for both domestic stock and wild life. Likewise affording more cover, <br />habitat and food for the small game such as the sage hen, rabbit, rodent, birds <br />and others. <br />When discussine the leasing of the property with the Lessee we had reeuested these <br />conditions. We understand that the Lessee have incorporated these requisite in <br />their mining plans.
