• <br />GENERAL DESCRIPTION <br />Kerr has developed and implemented a comprehensive water monitoring <br />program designed to detect and quantify any significant changes in the <br />surface or groundwater hydrologic regimes which may result from mining and <br />related activities. <br />The monitoring program addresses water quantity, quality, and any changes <br />in groundwater levels or movements. The existing program was designed in <br />phases to correspond with progressive disturbance of additional areas as <br />mining operations advance to the north. The phased monitoring program was <br />approved as a minor revision (MR-03) to the Kerr permit in 1983. Since <br />Kerr does not anticipate extension of mining operations into the Kerr <br />north area under currently permitted plans, Kerr hereby requests a <br />revision to its water monitoring plan. The requested revision will modify <br />the current (Phase 1) monitoring program and eliminate Phases 2, 3 and 4 <br />• of the program, as currently approved. The revised plan is described in <br />the following section titled "Revised Water Monitoring Plan." <br />Kerr has developed detailed instructions for water monitoring activities <br />which are utilized by mine personnel to insure consistent and accurate <br />collection of monitoring data. These instructions, presented in the <br />following section titled, "Water Monitoring Procedures", provide specific <br />information on monitoring locations, frequency, methods, documentation, <br />and sampling/analysis parameters. <br />Kerr's comprehensive water monitoring program effects compliance with all <br />applicable State, Federal, and local regulations and provides for timely <br />identification of any potential water quality impacts. <br />• <br />23-172 <br />
