•~ <br />• <br />5.0 CONCLDBION <br />The expansion of the portal pads using development waste from the <br />access tunnels is proposed for this project. The above evaluation <br />is provided to satisfy the requirements of the regulations. The <br />conclusion of the evaluation is: <br />1. The material being placed is not toxic or potentially acid <br />generating; <br />2. The pads as modified will have better stability than the <br />current pads, and in both cases the factor of safety will <br />substantially exceed the required value of 1.5. <br />3. The disposal of this material in this way allows immediate <br />application of final reclamation standards to the outfacing <br />slopes, providing the maximum amount of time for establishment <br />of vegetative cover, and leaving the slope barren for the <br />minimum amount of time. <br />4. The portal pads are about 100 feet above the water table, and <br />the material of which they are constructed is very permeable. <br />Accordingly neither instability due to water, not water <br />contamination due to flow through the pile is considered to be <br />possible. <br />5.
