• <br />Because the Federal Lease Tract is adjacent to the existing operation of <br />Kerr Coal, environmental impacts from mining will be minimal. No <br />additional socioeconomic impacts to the surrounding communities will be <br />experienced since the proposed mining from the south mine area portion of <br />Federal Lease Tract C-22777 will serve to maintain existing levels of <br />production and employment. Support facilities such as office buildings, <br />railroads, tipples, etc. are already in place and will continue to be <br />utilized as the additional reserves are mined. Total surface area <br />disturbed at any one time will not be increased because Kerr Coal doe snot <br />plan to significantly expand existing levels of production. <br />Compliance With the Surface Mining Control and Reclamation Act of 1971 <br />In an effort to facilitate and expedite the review of this application, <br />Kerr Coal has held a series of meetings with OSM and MLRB representatives <br />familiar with the existing Marr operations, throughout the spring and <br />summer of 1980 for the purpose of discussing and reaching some <br />• understanding concerning the permit format, design criteria for certain <br />structures, and environmental baseline information requirements.
