The final <br />configuration of the East Pit is shown on Figure F-1 and a cross <br />section is provided as Figure E.3.1-1. The reclaimed pit area <br />will approximate the original contour with the lowest outslope <br />maintained at 1.5H:1V and all other outslopes graded to an <br />overall 3H:1V (approximately 2.8H:1V with dozer width benches <br />every 50 feet in vertical height). <br />Exhibit E, Section E.3.1 revised 2/15/89. <br />Section E.3.2 Waste Rock Disposal Areas <br />70. Rule 6.1, states that reclamation grading shall be carried on so as to <br />create a final topography appropriate to the final land use selected <br />in the reclamation plan. The proposed final configuration of waste rock <br />piles A, 8, C, and the south disposa] area (75 ft. benches with 50 ft. <br />slopes and 90 ft. slope lengths, approaching ).5H:1V), does not appear <br />to be appropriate to the final Land use designated as rangeland and <br />wild]ife habitat. Slopes steeper than approximately 4H: 7V become <br />exceedingly difficult to establish vegetation, inhibit livestock <br />utilization (Stoddard, Smith, and Box, 1975), and are more susceptible <br />to erosion and resulting sedimentation of drainages. Reclamation of the <br />proposed final configurations of the waste rock piles is further <br />hampered 6y the south facing slope-aspect (areas A, B, and C) and <br />coarse textured, erodible, sub- and topsoils available for replacement, <br />both conditions known for moisture deficiencies and adverse impacts <br />upon vegetation establishment and maintained growth. Cook, Hyde, and <br />Sims, 1974, specify that in Sagebrush Foothill Vegetation Types, 'All <br />south and west-facing slopes should not 6e steeper than four to one, <br />and five to one, where possible. North-facing slopes shou]d not be <br />steeper than three to one." Coak, et.al., further specified that in <br />Foothill Juniper Vegetation Types, 'If possible all south and <br />west-facing slopes should not 6e more than four to one and north and <br />east-facing slopes not more than three to one." We recommend that the <br />waste rock outslopes be graded to an uninterrupted 3.5:1 slope, ratter <br />than the proposed overall 3:1 configuration. <br />Response: BMR will grade all outslopes to an overall 3H:1V outslope with <br />approximate outslopes of 2.8H:1V and 15 foot dozer width benches <br />every 50 feet in vertical height. <br />Exhibit E, Section E.3.2 revised 2/15/89. <br />Section E.3.3 Heap Leach facilities <br />Section f.3.3.1 Cyanide Neutralization <br />71.
