Rule 6.4(1), states that topsoil (generally the A and B soil horizons) <br />must be salvaged and stockpiled separately from the subsoil beneath it. <br />Replacement would occur in the reverse order. Segregating the subsoil <br />' ~ from the topsoil maintains the superior plant establishment and growth <br />qua)ities of the topsoil. Mixture of topsoil and subsoil negates the <br />superior qualities exhibited by topsoil. Please commit to segregating <br />topsoil and subsoil. <br />Response: Rule 6.4(1) states that topsoil must be salvaged and stockpiled <br />separately from other spoil but makes no reference to separating <br />' topsoil and subsoil. In the case of the San Luis Project topsoil, <br />which has been defined as the A horizon only, is shallow and most <br />of the nutrients have been translocated downward into the <br />subsoils (B horizon) present on the site. (This observation is <br />based on soil profile inspections by SRK's soil and vegetation <br />expert, Dr. Sam Bamberg). Given these site specific conditions, <br />mixing of the topsoil and B horizon subsoil wi 11 provide far <br />better and superior quality growth medium than segregating the <br />two or salvaging topsoil only. <br />No application change necessary. <br />63. Figure C-1 illustrates only one topsoil stockpile location. It is <br />' assumed that the topsoil salvaging and eventual reclamation operations <br />over the entire 550 acres of disturbance will necessitate topsoil and <br />subsoil stockpile locations closer to the areas requiring growth media <br />replacement.
