<br />Mr. Gregg Squire <br />Division of Minerals and Geology <br />August 25, 1995 <br />Page 4 <br />We ran a conservative estimate of the flow capacity fot a 24 inch circulaz pipe using the <br />HHCalc program designed by Eagle Point softwaze (see enclosed print out from <br />program). The calculated flow rate was 3717.66 gpm. <br />Thus, there is sufficient capacity in the culvert under County Road 36 to handle flows <br />from dewatering and irrigation. <br />D. The signed letter from Alexander Grant states his commitment to fill the reservoir at the <br />completion of mining. He intends to use part or all of his shares of the Box Elder Ditch <br />water for the filling of the reservoir. He also has the options to either lease the reservoir <br />for water storage or file for junior water rights, in order to fill the reservoir. <br />Enclosed is a copy of Grant's Box Elder Ditch Water Certificate. <br />Also, enclosed aze 40 years (1950-1990) of diversion records for the Ditch. For this <br />period the average shaze yielded 99 acre-feet of water. <br />A substitute water supply plan and well permit have been submitted to the State <br />Engineer's Office. The SEO has change their policy of notifying well owners within 600 <br />feet. Now the SEO sends out the notices to the well owners. <br />5. Reclamation Costs <br />We should clarify the statement "These phases aze neither representative of the maximum <br />area of disturbance nor do they limit disturbance to a particulaz phase." <br />Connell has committed to keeping the total disturbance to a maximum of 37.3 acres as <br />listed in Table D-1 of the application report. The phased azeas designated on Exhibit C <br />(inner phases - 13.1 acres and Phase 2 -15.5) aze used to represent the direction of mining <br />and the general amount excavation in a yeaz. Connell anticipates they will mine between <br />] 0 and 15 acres per yeaz. The remaining azeas of disturbance will include access roads <br />and processing and stockpiling areas. <br />
