"Elowever, in recent years with larger farms and ranches, larger equipment, and <br />• increased labor costs, small isolated areas such as this are seldom irrigated. This is <br />especially the case when the water source is from an ephemeral drainage such as <br />Taylor Creek, and runoff is mostly a function of snow melt and large precipitation <br />events, and varies largely from year to year". <br />"The revised Ivlap 10 -Regional Hydrology will be submitted when all of the map <br />revisions have been completed. Map 10 will also be revised to show that the area of <br />quaternary alluvium extends to the confluence of Taylor and Wilson Creeks from the <br />north. The labeling of the gauging stations at the confluence of Taylor and Wilson <br />Creeks will also be corrected on the revised Map 10". <br />In order to verify the predicted effects of mining activities on groundwater and surface water, <br />Stipulation #1 of the initial Permit required Colowyo to submit a comprehensive water <br />monitoring plan. For further details regarding this plan, refer to Section 4.05.13, Surface and <br />Groundwater Monitoring. Refer to the 1983 - 1989 Annual Reclamation Reports for further <br />details as to the data collected. <br />2.06.9 Augerin~ and Highwall Minine <br />2.06.9 Scope <br />Colowyo desires to perform Highwall Mining at the Colowyo Minesite. The Division <br />specifically does not have regulations that pertain to Highwall Mining; hence the provisions <br />in the Regulations applicable to Auger Mining shall be followed for Permitting purposes. <br />Colowyo has previously auger mined at the Colowyo Minesite with a limited auger <br />application on the east side of the East Pit under Section 11. This mining targeted the C and <br />E seams, and was successful although the depth of penetration was rather limited (100 --400 <br />feet). See Mine Plan Map (Map No. 23). <br />2.06.9 Description of the Highwall Minim Method <br />Modem Highwall Mining machines (specifically Mining Technologies Inc. - Addcar System) <br />incorporating advanced technologies, should allow Colowyo to obtain for greater penetration <br />depths on each hole than conventional augering methods (1,400 feet plus with optimal <br />conditions) with increased horizontal and vertical guidance ability built into the system. <br />Greater penetration depth is a function of a more robust launch vehicle platform that sits <br />outside controlling all functions of the system, rigid conveyor cars each fitted with its own <br />belt conveyor (cars act similar to drill steels on drilling rigs), and a full sized conventional, <br />remote controlled underground continuous miner performing the mining of each hole. The <br />exact horizontal and vertical controls of the system are a result of video cameras placed on <br />the miner giving real time visuals to the outside operator, a proprietary HORTA Guidance <br />System that gives continuous three dimensional locations, and Gamma Sensors in the miner's <br />cutting head that give the miner the ability to sense roof and floor rock hence keep the miner <br />in the coal seam and avoid out of seam dilution and maintain optimum hole conditions. <br />Depth of penetration, hence coal recovery, for any given hole will vary depending upon <br />multiple considerations, namely coal seam splitting, thinning/pinching of the coal seams, <br />acceptable coal quality parameters, roof and floor integrity, and machine physical limitations. <br />2.06-15 Revision Date: 11/21/03 <br />Revision No.: TR-58 <br />
