2.05.4 RECLAMATION PLAN EFMC submitted a notice of permanent cessation for the Raton Creek Mine to the Division on November 19, 2991. Following permanent cessation o£operations, EFMC has permanently sealed all mine portals, according to the procedures outlined in Section 2.05.4 (2) (g) of this permit application, a majority of the surface facilities have been dismantled and stored at the site, and the facilities disturbed azea east of the prep plant foundation has been backfilled and graded according to Section 2.05.4 (2)(c) of this permit application. Reclamation of the site in its current configuration will include of the following activities: • Removal of the remaining structures (except for the structures which will remain at the request of the land owner) • Backfilling and regrading of the remaining highwa0 in the Mine 2 portal azea. • Topsoil replacement • Soil prepazation and revegetation of the mine disturbance area The proposed reclamation activities will result in the proposed post-mining configuration shown on Map 17, Post-mining Topography and Figure 17-], Reclamation Project 2 Plan. At the request of the landowner the following facilities will remain: • Sediment Pond (to be modified for use as a permanent stock-watering pond) • Prepazation plant foundation • Conuete building adjacent to prep plant foundation • Shop Building • Access Road • Pond Light Use Road • Water Tanks • Gazage and adjacent concrete pads (2) All other remaining facilities will be dismantled and removed. All remaining concrete foundations will be broken up and disposed of on si[e. For locations of facilities that will remain refer to Map ; 7, Post- mining Topography and Figure 17-1, Reclamation Project 2 Plan. The existing pond wi0 remain as a permanent structure. Once vegetation is established in the reclaimed azeas, and all regulatory requirements aze met, the emergency spillway will be lowered to 6,346 feet. The final pond capacity will total 1.8 acre feet assuming a sediment level of 6,341 feet. To increase the ponds dead storage, EFMC will add 2.9 feet to the primary spillway (4-inch riser) to bring the invert elevation up to 6345 feet. Watershed Diversion Ditches ]and 2, which tun along the ^orthern edge of the refuse pile, will remain with the exception of Section C of Ditch 1. This section will be eliminated allowing the ditch to run in the natural drainage and dischazge directly into the permanent stock pond. Designs for these channels can be found in Section 2.05.3(4) of the Permit. Post Mining Ditch (PMD) No. 1, Refuse Ditch 1, and Mine Access Road Diversion Ditches will remain. Watershed Diversion Ditches (WDD) 3, 4, and 5 and Refuse Ditch 2 will be reclaimed. Following removal of WDD 3 and 4, PMD 2, 3, and 4 will be constructed.
