the specifics thereof. We left the meeting with the following
understanding:
(a) A Well Permit must be applied for. An approximate 8-acre lake will
be the result of our excavation.
(b) Since the site is located along the Colorado River below Palisade,
which is where the Grand Valley Irrigation Company diversion occurs,
the site will not need an augmentation plan because this stretch of
the Colorado River is not over-appropriated.
(~) Court adjudicated water rights are probably available from the State
Engineer in the event that augmentation were necessary.
(~i) Water rights are available for purchase from the Green Mountain
Reservoir.
United Companies is making application to the Colorado Division of Water
Resources for said Well Permit.
13. IL has not been our experience that shorelines are greatly eroded due to
waive action and water level fluctuation. We have been quite successful in
e::tablishing stable shorelines and expect to continue with our current
procedures.
14. Tt,e Riverfront Trail that is referred to is still in design phases. The
final design is subject to funding, as far as finished product.
~ United Companies has committed to providing necessary grading, compacting,
"'~ ~y~,r.<<+~ ~ stafflas3an agent for the tColoradosRiverfrontbCommissionCo The costnfog
-I,' w.ii" ~ doing this work is not included in the reclamation costs since it will
~~{' ~p~d ~ occur considerably sooner than any reclamation.
,~ . ~."
Y•~ We are committed to this
project through a corporate commitment as
recognized in our Mesa County Conditional Use Permit.
)i~ ~
(Jo1a~ ~~~" p15. The approximate final water surface elevation will be 4,588'. Please see
d,~SV,~,, amended Reclamation Plan map.
16. It is true that the excavation of the gravel will occur below the existing
underground water level. It has been determined that free water exists
approximately 12' below surface level, which is 4,600' feet.
It is supposed that this is resultant in part of the drainage ditch that
runs parallel to the west boundary. Logically, the groundwater level
should be lowered in the immediate vicinity but should not negatively
affect any existing water systems.
The Colorado River will receive the discharge waters during pumping of the
pit. Those waters will be naturally clarified so as to comply with our
NPIIES Permit. Runoff from disturbed areas and gravel stockpiles will be
contained on site and will not be pumped or discharged except that they
are• within compliance as specified in our NPDES Permit.
