<br />5. The concerns of the nearby homeowners are understood. Prior to <br />commencement of operations, a Flood Plain Permit must be obtained from <br />Mesa County. United Companies will defer to the Mesa County Engineers in <br />this matter. We expect that their studies and subsequent recommendations <br />will be adequate in this matter. The Mesa County Engineering Supervisor <br />is Joe Crocker (303) 244-1815 in Grand Junction. <br />We do believe, however, that the precautionary measures that have been <br />previously discussed in Item No. 4 will be adequate to abate the <br />possibility of the realignment of the river; namely: <br />k'. (a) The horizontal flow of the stream along this stretch. <br />r <br />(b) The integrity of the riverbank upstream for several hundred feet is <br />substantial. <br />(c) The construction of an earthen berm to provide a minimum of 1' <br />freeboard at the 100-year flow level. <br />(d) The depth of the actual bank that will be left intact {minimum 100' <br />from edge of the channel to the top of the slope with a 5:1 slope <br />along the section adjacent to the river bank. <br />(e) Maintenance of the bank along the project site. <br />6. In the original proposal to Mesa County for local approval, we suggested <br />that we Pill a portion of an abandoned gravel extraction site that is on <br />the property, which is owned by Mesa County, adjacent to subject site on <br />the extreme southwest corner. <br />The Army Corps of Engineers determined that this site would qualify as <br />wetlands and would require a 404 Permit. There were several inherent <br />problems with filling the site; namely, protected fish species. We <br />concluded that it would be unreasonable to p~rsue the matter further, so <br />we rescinded our proposal to fill the old pit. Otherwise, there will be <br />no activities that would require a 404 Permit from the Army Corps of <br />Engineers - per Grady McNure of the Corps in Grand Junction (303) 243- <br />1199. <br />7. United Companies has secured a Wastewater Discharge Permit from the <br />C~~lorado Department of Health (No. CO-G500201). <br />Tl~e operations at this site will be intermittent throughout a given year <br />and will be dictated primarily by the economics of the Mesa County area <br />and activity in the construction industry. It is not possible at this <br />tame to determine what periods of a year that we operate at this s(p~e. <br />During operations at the site, pumping would be continuous. We would <br />probably need to pump four to twelve hours per day to maintain a dewatered <br />condition. Rate of discharge is expected to be .30 MGD on an average. <br />AE;ain, this will be intermittently through a year. <br />8. WEB do not expect to use settling ponds at this site unless we are unable <br />to meet discharge compliance standards. It has been our experience that <br />
