Boyd, Reclamation Specialist <br />FROM: Paul McGehee, United Companies of Mesa County, Inc. <br />RE: File No. M-90-021 Virginia Acres, Adequacy Items <br />For the sake of clarity and continuity, our responses to the Adequacy Items will <br />be offered in the order that they have been presented to us. <br />MINING PLAN (Exhibit D) <br />1. Included, revised mining plan maps depicting "three phase" aspects. <br />/z Also, more topographical detail of the site regarding current conditions, <br />adjacent river channel, and proposed excavation. <br />2. 7'apsoil/Overburden <br />The total depth oP soils above the gravel deposit varies from il' to 4' <br />with an estimated average depth of 8' over the entire site. Exploration <br />oP the site indicates that topsoil exists to a depth that ranges from 12" <br />to 18" with a probable average depth of 16". <br />This quantity of topsoil is certainly adequate to provide a minimum of 12" <br />for all areas that require supplementation for reclamation. The plan to <br />salvage this soil for reclamation purposes is to store it in berms at <br />carious locations around the perimeter of the site. Our Mesa County <br />permit requires that an earthen berm be placed along the property boundary <br />of the adjacent property that is identified as being owned by Billy D and <br />Tracy D Kyle that is in the northeast corner of the site. This berm will <br />tie 800' long, 8' high, and 30' at the base, and will store 5,500 cubic <br />yards. <br />Additionally, an earthen berm will be constructed along the northern edge <br />cf the site for the greater part of the entire boundary. This berm will <br />be 850' long, 8' high, and 30' at the base, and will store 6,000 cubic <br />Surds . <br />As recommended by the Division, an earthen berm adequate to withstand the <br />flow of a 100-year flood will be built on the east and south sides of the <br />~ ,;.' site. Topsoil will be used in the upper 2' of these berms. This will <br />require 1,600 cubic yards. The total amount of topsoil that is to be <br />,. <br />salvaged is approximately 15,000 cubic yards. <br />' T'he berms that have been addressed will require 13,000 cubic yards. Of <br />' •~ these, 11,500 yards will be available for reclamation purposes and 1,600 <br />~,?'' '~' yards will remain in the berm along the southern edge of the site. <br />Appropriate measures will be taken to stabilize these stockpiles of <br />~, topsoil with vegetation since they will be in place for more than one <br />~~ ... i <br />,~,, year. The remaining depth oP soil will be either used off site as <br />
