That the recarmendations of Mr. Matt Champion of the Dupont Ca~any <br />for the reduction of noise, dust, and vibrations from blasting on the <br />proposed site shall be adhered to by the applicant. Blasting will be <br />t,,,, restricted to midway and warning signs will be posted giving notice of <br />actual blasting and the hours blasting will occur. <br />7. Dust control will be implemented on the crushing operation. Chip <br />and seal will be applied to the access road between the quarry and state <br />highway 325. Sedementary procedures will be used between the quarry and <br />Rifle Creek. <br />8. The applicant's activities in regards to the use of state highway <br />325 as a haul road, shall be restricted as follows: <br /> a. The applicant shall promote public safety by means of <br /> restricting its truck traffic in a manner in which a reasonably <br /> purdent person would do under similar circumstances, and adopt <br /> the following measures which are included by way of exa:~le but <br /> not limitation: <br /> i. The applicant shall croordinate with the RE-2 School <br /> District to insure that truck traffic will not oppose school <br /> bus traffic; <br /> ii. All trucks shall be equipped with Jake brakes; <br /> iii. The length of vehicles shall be limited to <br /> thirty-eight (38) feet; <br /> iv. All safety requirements of the Safety Department of <br /> Transportation shall be i~lemented; <br /> v. Tacographs will be installed in all vehicles to <br />t <br />L/ monitor vehicle speed and engine r.p.m. to provide additional <br /> checks on vehicle safety and speed on highway; <br /> vi. Drivers shall paid on a per hour basis rather than <br /> on a per load hauled basis in order to reduce incentive for <br /> high speed; <br /> vii. The applicant shall make available to Garfield" <br /> County the following information: <br /> 1. Number of citations issued to individual <br /> drivers, if any; <br /> 2. Number of motor vehicle accidents involving <br /> Colorado Lien drivers, if any; <br /> 3. Number of deer killed, if any; <br /> 4. Number of loads hauled per week; <br /> 5. Number of workers employed; <br /> 6. Monthly quarry output; <br /> 7. Other information to show cort~liance with <br /> State regulations. <br /> b. Truck traffic will be limited to the hours between 7:00 <br />IJ A.M. and 5:00 P.M. during summer months and daylight hours in <br /> the winter. No loads will be hauled after 3:00 P.M. Friday, on <br /> week-ends or on State or National holidays; <br /> c. The applicant shall participate in the reconstruction <br /> of State Highway 325 to construct those improvements which are <br /> made reference to in the report entitled State Highway 325, <br /> Quarry Site Traffic Report, by Matthew J. Delich, P.E., dated <br />:/ July 28, 1982,o;rmaking in-kind contributions towards this <br /> construction effort, including, by way of example but not <br /> limitation, man power, haulage of material, contribution of <br /> limestone for base purposes, and expertise in blasti~ or <br /> drilling. <br /> d. As a result of the truck hauling activities of the <br /> applicant, state highway 325 will require on-going maintenance. <br /> The applicant shall contribute monies towards the maintenance <br /> costs expended on said highways to the jurisdictional entity <br /> performing said such maintenance. The percentage contribution <br /> due from the applicant will be calculated according to the <br /> average number of round-trip truck trips per day generated by <br /> the applicant as follows: <br /> i. Between one (1) and four (4) round-trip truck trips .. <br /> per day, the applicant will contribute five percent (5$) of the <br /> actual maintenance costs; <br /> ii. Between five (5) and eight (8) round-trip truck <br /> trips per day, the applicant will contribute ten percent (108) <br />!J of the actual maintenance crosts; <br />4 <br />
