optimum.

The liner shall consist of two six-inch thick lifts to achieve
the final thickness of 12 inches. The first lift may be prepared
(amended and moisture conditioned) in-place or in a separate borrow
area. The second lift, however, must be prepared in ~i separate
' barrow area prior to placement over the first lift. The first lift
shall be protected to prevent drying and cracking prior to
placement of the second lift. The sand and gravel leak detection
material shall be placed over the second lift immediately after
' placement of the second lift to minimize the potential `or damage
to the liner from traffic and drying.

6.6 Sand and Gravel Blanket and Liner Protection Material
Sand and gravel blankets placed between the synthetic liners
and liner protection material placed over the top liner may be
placed by end dumping and spreading by hand or equipiner~t. In no
case shal l equipment come in direct contact with the liner
1 material. No compaction is required for these mate rials.
