Exposed, unweathered 4th Ridge material will be covered with topsoil and <br />revegetated. <br />4. No drainage from disturbed ground will be allowed to flow off-site without ~~ <br />routing through a detention pond. ` <br />5. High calcium carbonate (CaCor) content in the limestones and shales will tend to <br />buffer (increase the pH) any potentially acidic water. <br />• How will dust be controlled from blowing oo and off site? Also, how will kiln dust <br />be handled from the Dowe Flats quarry at the Lyons plant? <br />The firm of McVehil-Monnett, Inc. has been the project air quality consultant for over three <br />years. A meteorological and dust sampling station has been set up and quarterly monitoring has <br />occurred for three consecutive years. A permit application (for dust) has been submitted to the <br />Colorado Department of Health, Air Quality Division and is in the process of being reviewed. <br />Dust control measures included in the permit include road watering, chemical dust-control on <br />certain unpaved roads, paving, vehicle speed control and rapid revegetation combined with <br />minimizing the acreage of disturbance. The Division is welcome to contact the Health <br />Department or review the monitoring results and permit application. <br />• Kiln dust produced at the cement plant from raw materials mined at Dowe Flats will be handled <br />in the same manner as is currently practiced and as is currently permitted by the CMLRB. Dust <br />will be hauled by truck to the existing, permitted quarries on the plant site (not to Dowe Flats) <br />and backfilled into the quarries. <br />~ ~ <br />BlastinE Effects - "Ground Vibrations Studv and Air Overpressure Analysis" -Please <br />respond to Alleo Soreuson's Memorandum dated October 13, 1993 (attached) in which he <br />reviewed this report. <br />1. The scaled distance equation was developed from monitoring of blasting at the existing <br />Lyons Quarry solely for use in prediction of ground vibration levels and air overpressure <br />levels at the Dowe Flats project and is not proposed for use in compliance verification. <br />For compliance during mining at Dowe Flats, Southwestern Portland Cement plans to <br />instrumentally monitor each blast at a point between the blast and the nearest occupied <br />structure. During the early phases of mining, two blast monitoring instruments are to be <br />used, allowing monitoring to be conducted north and south of the blast. <br />2. Southwestern Portland Cement plans to notify adjacent landowners and conduct pre-blast <br />surveys in accordance with Office of Surface Mining Reclamation and Enforcement <br />requirements as presented in the "Blasting Guidance Manual" (Rosenthal and Morlock, <br />1987). <br /> <br />f'^ A G R A <br />Eerrh & Eirvironmenre/Group <br />
