Adequacy Items
SHIB AGRA Project E92-7075
~~~ Page 3
• i' Bi
stabilized with a cover crop will need to be included in the reclamation bond until
the final planting and vegetation establishment has occurred.
c. Table 1 -Indicates the maximum disturbed acreage of 115 acres will occur
in year 10. Does this include the acreage that has been revegetated with a
temporary cover?
~e 115 acres of di uibance for year 10 referenced in Table 1 does not include
as een revegetated with a temporary cover crop. The criteria for
this Table was that once a cover crop had been planted, the acreage was taken out
of the "disturbed" category.
d. Regarding Figures 4, 5, 6, 7 and S -Are the areas designated "reclaimed"
referring to establishment of final vegetation as required by Rule 6 of the
Rules and Regulations of the MI,RB? In other words, would these areas be
eligible for total bond release? Are areas designated "disturbed" just those
where material is being moved?
The azeas designated "reclaimed" have not necessarily achieved final revegetation
as required by Rule 6. Some portion of these areas may have only a cover crop.
• The areas with a cover crop only would not be eligible for bond release. Areas
designated "disturbed" are active mining areas, active haul roads, and completely
unvegetated waste rock piles.
If the project stops at any given time, the Division would Gave to place topsoil on active
waste rock piles. Therefore, where are the topsoil stockpiles located during these years?
Are they in separate areas from waste rock stockpiles or will all topsoil be hauled directly
to the final location on the waste rock stockpiles?
Some topsoil will be hauled directly to waste rock piles; some will be stockpiled temporarily at
various locations azound the mine that are close to active stripping areas. Attachment 4 contains
a map showing the location of temporary topsoil stockpiles. The stockpiles aze situated to
reduce the haul distance to the various waste rock piles.
It seems that, in fact, the maximum disturbed area during the life of the mine is greater
than 100 acres. The reclamation bond will need to be calculated based upon the point in
the life of the mine of maximum disturbauce. This includes excavated areas, waste
stockpiles, topsoil stockpiles, and waste stockpiles covered with topsoil and covered with
temporary vegetative cover (but not the final seed mix). Please provide a map and location
of these features at the point of maximum disturbance. Include volumes of each material,
haul distances and percent grade (+ or -) and haul routes.
. The applicants' mining engineer, Mr. Marvin Berg, P.E., created a series of maps and tables
which show major and moderate disturbances, location of features, volumes, haul distances, etc.
AG RA
Es~th & EnvironmeMS/Group
