Are all these values dissolved values?
Calcium hardness and sodium values aze on a dissolved basis. We can not thoroughly
explain why these parameters have higher values for DFMW-3 although the well is
located on the Harroun Farm which was formerly used as a dairy and is currently used
for crops and as a small commercial feed lot. These active agricultural uses may cause
the calcium and sodium chemistry of the groundwater to differ at DFMW-3, perhaps due
to infiltration of irrigation water into the shallow groundwater.
i. Please provide proof that a water augmentation plau is being submitted for approval
by the State Engineer's Office to augment any water lass due to evaporation, etc.
for the exposed groundwater on the site.
The water augmentation plan is currently being completed, pending approval of the
proposed reclamation plan which will impact long term augmentation requirements. The
letter presented in Attachment 16 was submitted as a first step in this process to provide
assurance adequate water rights exist for any required augmentation.
j. Please provide proof of publication for a Stormwater Discharge permit from the
• Colorado Department of Health, provide a map that locates all surface water
diversion structures, berms, check dams, etc.
It is our desire to wait until the mining and reclamation plans have final approval from
both the State and local agencies before we proceed with Stormwater Dischazge
permitting and the design of surface water management structures. There is a degree of
uncertainty as to what will be approved and we believe it is more prudent to wait. We
suggest that the Stormwater permit and layout of surface water management plans be a
condition of CMLRB permit approval and that no mining activities may begin until the
Stormwater permit is obtained (if, in fact, one is required).
k. What are the results of the wetlands re-evaluation study? What bas been learned
about the "man-made wetland" in the north central part of Dowe Flats?
It has been determined that excessive leakage from the St. Vrain Supply Canal has caused
certain wetlands west of County Road 47 in the vicinity of the 2nd Ridge to expand.
These wetlands have been remapped and the remapping has been field verified by the
Corps of Engineers (COE). A full report is being prepared and will be submitted to the
COE and the CMLRB. The owner of the canal, the Northern Water Conservancy
District is repairing the leakage and we will monitor the effect of the repair on the
wetlands. Southdown will obtain all necessary permits from the COE and morever, is
creating almost 40 acres of new wetlands and waters by the reclamation plan.

AG RA
Eerth & Emironmenta/Group
