The second paragraph of Page E-1 addresses leaving Pilot Plant <br />facilities, if the commercial phase is developed, pursuant to Rule <br />6.5(h)(iii) of the Rules and Regulations. As a point of clarification, <br />does the operator realize the rule and regulation cited pertains to <br />haulage roads or final cuts? Also, if the commercial phase is <br />developed, all the operator would need to do is include those <br />facilities from the Pilot Plant that are needed in the permit <br />application for the commercial phase (similar to what has occurred with <br />including those facilities from Permit No. 83-56 into this permit <br />application). <br />IRI RESPONSE <br />1. IRI acknowledges the applicability of Rule 6.5(h)(iii) to haul roads <br />and final cuts only. If the commercial phase is to be developed, MLRD <br />will be duly notified and the Pilot Plant facilities will be incor- <br />porated within the commercial scale permit application. <br />MLRD COMMENT <br />2. The operator specifies on Page E-3 that selected species "may" be used <br />to seed the topsoil stockpile. Please identify the species that will <br />be used and give the rate to be seeded of each species. <br />IRI RESPONSE <br />2.
