TAB 23 <br />Fish and Yildlife Plan <br />Introduction <br />The Fish and Yildlife Plan addresses the applicable requirements of Rules 2.05.6(2) and <br />4.18 of the Regulations of the Colorado Nined Lend Reclamation Board for Coal Mining. The <br />plan was developed from: 1) baseline environmental information in Tabs 6 through 11 <br />pertaining to geology, hydrology, climatology, soils, vegetation, and wildlife; 2) <br />assessment of both potentially beneficial and potentially adverse impacts of mining <br />operations (Tabs 12 through 14) and reclamation (Tabs 18 through 22); 3) information <br />contained in, and observations related to the effectiveness of the approved fish and <br />wildlife plans for the adjacent Seneca 11 and Seneca 11-Y Mines; and 4) information <br />derived from consultation ui th appropriate regulatory authorities. The objectives of the <br />plan are to minimize disturbances and adverse impacts on fish, wildlife, and related <br />resources during and after surface coal mining end reclamation activities, and enhance <br />• these resources where feasible. <br />Discussion of Potential Nininc [maacts <br />Impact analysis is performed on the basis of the findings of the baseline studies <br />performed to quantify fish and wildlife end their habitats on and surrounding the Yoast <br />permit area. Consideration is given to the potential impacting activities as well as <br />potential impact mechanisms. The following sections present assessments of direct and <br />indirect impacts of the Yoast Nine on fish and wildlife resources within and adjacent to <br />the permit area. <br />General Impacts. The acreages of each habitat contained in the permit area are given in <br />Table 1. Table 1 also contains the projected meaimum disturbance area by habitat and the <br />percentage of each habitat that will be disturbed. The Total acreage proposed for <br />disturbance during the first 5-year permit term is 591.2 acres, or 26.2 percent of the <br />2,253.3-acre permit area. The incremental disturbance, by year, will be less than the <br />total disturbance acreage, since incremental reclamation of the coal resource area <br />. partially offsets habitat loss depicted in Table 1. <br />1 Revised 06/18/95 <br />
